Hari Jumat (19/02 /2010) kemarin aku turut serta dalam rombongan Kunker (Kunjungan Kerja) ke Desa Parbuluan II Kecamatan Parbuluan. Yang menjadi perhatianku pada saat kunjungan tersebut tentunya tak terlepas dari kegiatanku sehari-hari di kantor, ya.. tak jauh-jauh dari seputar air bersih. Air di desa ini sangat langka. Sekian lembah yang kami lewati, air tak ada mengalir. Desa ini sebenarnya sudah lama ada, namun sarana dan prasarananya masih sangat terbatas. Jalan masih konstruksi telford, listrik belum ada, air juga selama ini hanya mengharapkan dari hujan dengan membuat embung-embung sebagai kolam penampungan. Menurut penduduk yang kami wawancarai, kebanyakan penduduk yang tinggal di desa ini hanya untuk bertani. Sedangkan untuk menetap mereka tinggal di desa lain. Jadi seperti memperdebatkan lebih dahulu telur atau ayam. Apa yang harus dikerjakan lebih dahulu, apakah membangun sarana dan prasana agar penduduk betah untuk tinggal di desa itu, atau menunggu pemukiman penduduk ramai dahulu baru dibangun sarana dan prasarana ? Biarlah waktu yang menjawabnya…
Sekarang aku mau cerita tentang sumber air bersih yang baru kami survey. Sumber air terletak cukup jauh dari pemukiman penduduk dan secara topografi juga pemukiman penduduk terletak jauh lebih tinggi dibandingkan sumber air. Melihat sumber air yang sangat jernih dan debitnya pun lumayan besar (Q ± 7 l/det) ada keinginan untuk mengalirkan air tersebut dengan sistem pompa. Setelah dikalkulasi untuk biaya operasional dan perawatannya karena listrik juga harus menggunakan generator, kelihatannya biaya yang akan ditanggung cukup memberatkan bagi penduduk. Dari hasil googling, akhirnya ketemu satu produk pompa yang mungkin dapat dijadikan alternatif, High Lifter Water Pump. High Lifter Water Pump bukan Ram Pump. Pompa ini mengklaim lebih efisien dari pompa ram (ram pump). Aku belum tahu apakah pompa ini ada dipasarkan di Indonesia.
Berikut perhitungan yang diberikan oleh pembuat pompa tersebut mengenai berapa banyak air yang dapat diperoleh dengan menggunakan 2″ High Lifter Water Pump.
I. Pertama-tama lakukan survey lapangan

1. Tentukan dahulu beda tinggi antara sumber air dengan rencana penampungan air (reservoir). Dalam hal ini sesuai dengan situasi lapangan, kurang lebih sekitar 90 m atau 295 ft
2. Tentukan beda tinggi antara sumber air dengan rencana pompa. Misalnya ditentukan 20 m atau 66 ft
3. Tentukan debit sumber air. Diperkirakan 7 liter per detik atau sekitar 111 gal/min.
4. Tentukan jumlah air yang diperlukan pada rencana penampungan air (reservoir). Dengan jumlah penduduk sekitar 500 orang, tingkat kebutuhan air 50 l/org/hari, diperlukan air kira-kira 25.000 liter/hari
II. Dengan menggunakan grafik, tentukan jumlah air yang dapat diperoleh dengan menggunakan 2″ High Lifter water pump.

1. Temukan beda tinggi antara sumber air dengan rencana penampungan air (reservoir) pada grafik sumbu ordinat. Lakukan pendekatan dengan menggunakan 300 ft atau sekitar 91 m
2. Tarik garis mendatar hingga memotong garis Fall(inlet pressure). Gunakan Fall (beda tinggi antara sumber air dengan rencana pompa) = 60’ (26 psi) atau sekitar 18 m
3. Tarik garis vertikal ke bawah, pada sumbu absis diperoleh sekitar 490 gal/day, dengan asumsi debit air di sumber sekitar 3 gal/min (rasio pompa 9).

Dengan tingkat kebutuhan air 50 liter/orang/hari, jumlah penduduk sekitar 100 KK (asumsi per KK 5 orang), dibutuhkan kapasitas reservoir sebesar 25.000 liter atau 25 m3. Dengan debit air dari sumber sebesar 111 gal/min, rasio pompa 9 maka untuk mengisi reservoir diperlukan waktu kurang lebih 9 jam. Sebenarnya reservoir tidak perlu dibangun dengan volume sebesar kebutuhan air karena kontinuitas air cukup terjamin. Harga pompa ini seperti yang tertera pada situs http://www.aeesolar.com/catalog/products/H_ASW_WP_SR_HIL.htm adalah sebesar US $995 atau sekitar 10 jutaan rupiah. Keuntungan utama alat ini adalah ramah lingkungan, pengoperasian tanpa bahan bakar ataupun listrik. Piston pompa digerakkan oleh energi yang ditimbulkan akibat air yang jatuh setinggi sumber air ke pompa dan dengan energi tersebut air diangkat hingga mencapai ketinggian melebihi dari sumber air tersebut.

Wakil Bupati Dairi Bersama Tim Kunker ke Parbuluan

Wakil Bupati Dairi, Irwansyah Pasi, SH bersama tim dari berbagai SKPD dan Kakan dan Kabag selama dua hari melaksanakan kunjungan kerja ke Desa Parbuluan II dan Desa Parbuluan III, Kecamatan Parbuluan, Jumat dan Sabtu (19-20/2). Kunjungan Kerja tersebut untuk mengaplikasikan motto “Bekerja Untuk Rakyat”.
Dalam visi-misi Bupati dan Wakil Bupati Dairi selama lima tahun ini menitik beratkan tiga sektor utama diantaranya sektor pertanian, pendidikan dan kesehatan. Dari ketiga sektor ini, namun sektor yang lain tidak menjadi dilupakan. Hal ini dikatakan Wakil Bupati Irwansyah Pasi, SH pada saat kunjungan kerja ke Desa parbuluan II dan III.
Irwansyah mengatakan, pemerintah itu adalah sebagai pelayan kepada masyarakat tidak untuk dilayani. Bukan saatnya lagi pemerintah itu duduk dibelang meja. Mari kita lihat apa kebutuhan masyarakat saat ini. Masyarakat Dairi pada umumnya hidup dari sektor pertanian. Pemerintah harus bisa memberikan kontribusi kepada rakyat. Artinya, jika harga komoditi hasil pertanian anjlok pemerintah harus mampu mencari jalan keluar demi kesejahteraan rakyat.
Dalam kunjungan kerja selama dua hari di kedua desa itu, tim wakil bupati memberikan kegiatan pengobatan gratis kepada warga, pembuatan KTP gratis, pembuatan KK, pelayanan KB, pelayanan posyandu, panen marqisa, panen kentang, panen ubi taiwan, panen tuba, pembuatan bokasi, penyuluhan pertanian, penyuluhan pendidikan, penanaman bibit ubi taiwan, penanaman bibit pokat, ingul, uru dan pinus, survey air minum dan gotong royong pembersihan jalan.
Selain itu, tim wakil bupati juga membuka jalan menuju sentra-sentra produksi sepanjang 1300 meter serta meninjau sarana prasana jaringan listrik yang belum tersentuh dipermukiman warga.
Menurut pengakuan masyarakat desa itu, akibat dari penebangan kayu yang dilakukan PT TPL Tbk mereka sangat sulit memperoleh kebutuhan air bersih. Dulunya sumber air minum masih mudah ditemukan. Namun sejak beberapa tahun ini sumber air minum sangat sulit ditemukan gara-gara hutan sudah mulai habis.
Sementara itu, para pelajar Desa Parbuluan II yang masih duduk dibangku sekolah pada malam harinya belajar biasanya hanya mengunakan lampu teplok. Dan mereka juga merasa tertinggal dengan daerah lain akibat jaringan listrik belum tersentuh didesa itu.
Di tempat terpisah salah satu warga bermarga Simanjuntak pada saat dikonfirmasi wartawan mengenaiÂ kehadiran Wakil Bupati Dairi bersama tim kedesa itu. Simanjuntak mengatakan, “Kami sebagai masyarakat sangat bangga dan memuji progam itu. Baru kali ini seorang kepala daerah mau menginap dirumah warga. Selama ini belum pernah seorang kepala daerah menginap dirumah warga dan peduli dengan warga,” sebutnya. Follow instructions on the screen: if you want to get Commercial TES AP please send TES Platform license key (shown in green) to BusinessCom representative or just press “Next” to proceed with Freeware TES AP installation
As soon as TES AP installation is finished you will see confirmation message Figure and will need to re-init TES Platform so that TES AP components become accessible from HTML GUI and Terminal Access Panel (follow instructions on the screen clicking “Finish”).
If installation was successful you will see [tes.free] or [tes.comm] initialization steps during TES Platform initialization.
